They want to gather delinquent tax payer back into the system, that’s why they allow payment through installment on many cases. To avail this installment option you need to file all your past taxes.
Now, turn into second option. If you have no asset and such income to pay back taxes then you may request to IRS for compromise your taxes. Gradually IRS approved some request if a person really in financial difficulty. If your financial condition is good and you overlook to pay taxes then your compromise request will be rejected.
Designation of “not currently collectible” is your third option. When you have nothing to pay then you can choose the third option. If the IRS approved such designation, then collecting your tax will be stop.
